Agree,  Strategy is concerning how to design and what test are designed, Plan is more how to executed it.  and I agree the test strategy is more a specific product, and high level guide should be called test policy.                                            Risk coverage is an interesting point to explore.                                I like this picture, Deep for most important, and broad for the rest.  A good summery.   It is tester's job to ask for the testability, with better test ability , the test will be easier and faster.  Visualize the strategy and make sure they are not missing.  Test strategy is a team work, make sure all aspects are covered in sprint planning session. Acquire information in the planning session.
